I checked Dublin Core site for entries concerning ROI for metadata (business case)

Sarah Rices is the chair of the WG and also has a presentation which discusses the group's need to develop metrics. I could not find a section in Tannenbaum,although I thought there was one. When I googled her, she does have pdf on the Web Metadata%20Solutions%20and%20their%20Return%20on%20Investment.pdf
